Summary

At the verge of the handover of Hong Kong in 1997, a criminal genius, Logan Lung, capitalizes on the political instability and the societal unease and kidnaps a wealthy businessman and his son for a staggeringly high ransom. Everybody in Hong Kong is shocked and scared. To apprehend Logan Leung, Hong Kong Police Force sends in an undercover cop, Sky Ho, to infiltrate the criminal organization.
